The Perl 6 concat operator decision and discussion was over 4 years ago:

Andy wanted a concat operator and "." was already used. He made a choice based
on what Perl 6 would use but then Larry changed is mind (Larry is always right).

So TT has a concat operator of "_". Who cares, it works great.
