[Templates] Template-Latex version 2.16 released and has a new maintainer

I'd like to offer my public thanks to Andrew for doing this.

I guess that's another good reason for moving non-core TT bits out of 
the core - to make it easier to hand over to other people to take 
responsibility for them.

If there's anyone interested in doing the same with Template-GD or 
Template-XML then please get in touch.
