[Templates] SQL::Translator Errors

I was trying to build SQL::Translator, but it failed a few tests. 
There's already a bug in rt.cpan.org describing the problem

But then I found that the person who raised that bug had investigated 
further and discovered that the problem only occurs with TT 2.15. With 
TT 2.14 it works fine. So he's raised another bug against TT

Does anyone have any idea what changed in TT 2.15 to cause these problems?
